Is this low network throughput intentional?

Hello! I created a free instance to test my website today. However after deployment I've run into a problem the network throughput for visitors seems to cap out at around 20kb/s or slower, meaning some content takes almost a minute to load. This can't really be an issue on my end, as I tested my download speed and tried loading the website on multiple devices. The network traffic in the panel seems to be a near flat line. I do not know whether this is intentional or if free tier traffic is congested right now, so I would really appreciate an answer!
