Cannot restart/stop/kill or access files

I have a problem: my server won't let me press restart, stop, or kill at all. When I click them, nothing happens. On top of that, I can't access any files; it keeps kicking me back to the dashboard. Sometimes it lets me in, but it displays the message: 'Failed to load files. Please refresh the page.' I am using a premium subscription, so how can I fix this issue?
