Error occuring when I try to make a server

So basically I'm trying to create a server but whenever I do it always says “an error occured while creating the server” I have like attempted to create a server 5 times all times it showed the same please help kindly

Clusters 1 3 are almost full so creating a server is not guaranteed, David is working on deploying cluster 4 that will have 30 40k new servers for people.
