Outbound IP banned by Cloudflare (error 1015) when connecting to discord.com

Hi, I run a Discord bot ("Qwertylink") on one of your free servers, and it's been unable to reach discord.com for the past several restarts. This isn't the general free tier slowness mentioned in your Discord announcement — it's a hard Cloudflare block on my container's outbound IP. The error: Every Discord API request from my bot fails with an HTTP 429, but the response body isn't Discord's normal rate limit JSON — it's a full Cloudflare "Error 1015" HTML page stating: "The owner of this website (discord.com) has banned you temporarily from accessing this website." Same IP, same block, every time — restarting doesn't get me a new IP since this appears to be a fixed IP tied to the node. What I'm asking: Is 78.154.103.6 currently blocklisted by Cloudflare due to other tenants on this node making excessive requests to discord.com? A single small personal Discord bot (fewer than 50 slash commands, minimal API calls) wouldn't trigger this kind of ban on its own. Can I be moved to a different node or assigned a different outbound IP? If this is a known/recurring issue with this node, is there anything on my end I should watch for, or is this purely something you'd need to resolve infrastructure side?
