API access for monitoring and restart on the free plan?

Hi! I host a Node.js Discord bot on the free plan. I'd like to monitor its server status from my Android phone and manually trigger a start or restart from a script. Is there an official API available for free accounts? If so, where can I create an API key and find the documentation for status and power actions? I couldn't find an API section in the account or server settings. Thanks! :3
